If science implies open communication, is data included?

There's an interesting essay in today's NYTimes complaining about researchers who won't allow others to look at their data, even after the research has been published. According to the article, 75% (not just a few cranky scientists) refuse to do so. This would seem to violate the Mertonian norm of open communication...or is there a difference between "data" and the "science" (knowledge) that appears in articles?
