Harvard adopts open-access policy

I came across this on the Nature website.  The article led me to understand that Harvard changed its policy from having its researchers 'opt in' to the open-access repository to having them 'opt-out' if they didn't want to be in the repository.  While this seems like a small change, I think it represents a big shift in attitude towards the idea of open-access.  With the open-access route set as the default policy, It's like the university is 'gently' suggesting that it would prefer its researchers to choose to 'opt in' and not 'out'.
